The program also enhances multi-spectral EW system capabilities through automated development, testing and distribution software tools. Prausa previously led SRI’s Engineering and Systems Group, at the time the largest R&D group at SRI, with staff distributed at fifteen regional offices and numerous operating locations. In that role, he directed 800 staff members conducting R&D, deployment and support of technologies and systems in ionospheric and space research, radar and remote sensing, signal processing and algorithm development, signals and electronic intelligence, test and training systems, wireless communications, robotics and autonomous systems, imaging technology and systems, force protection and situation awareness, and product development. Prausa has a B.A. in mathematics from the University of California, Berkeley, and has done graduate course work in systems analysis at Stanford University.

Tom Dove
Executive Vice President, Strategy & Business Development of Leidos holdings
Tom Dove is Executive Vice President of Strategy and Business Development at Leidos. Tom is responsible for all Leidos business development, strategy development and execution, mergers and acquisitions, government affairs, and communications. Tom has over thirty years of experience in intelligence and management both in government and industry. Since joining SAIC/Leidos in 2000, he has held positions in business development, program management, and line management in intelligence and information technology. In 2003 he stood up a new Operation in SAIC which has evolved over the years and recently became the Technical Services Operation within Leidos, which split from SAIC in 2013. In February of 2015, Tom was promoted to Deputy Group Manager of the Global Services Group, a Leidos organization focused on support to IC and DoD customers with over one billion in annual revenues. Prior to becoming an Operation Manager, Tom served in business development and as the SAIC GSA ANSWER Group manager responsible for the execution of intelligence information technology support contracts. In 2002, as Program Manager, he stood up a large SAIC information technology program supporting intelligence consumers and producers across the Pacific theater of operations. In 2003, Tom assumed duties as the Homeland Intelligence Solutions Operation Manager. His Operation grew over the years and from 2003 until 2010 supported an array of customers focused on programs for the Army, Navy, Department of Homeland Security and other special activities. His customer base expanded across all intelligence consumers in early 2011 and in 2013 he was also assigned management of the DoD Space and Sustainment Division of SAIC resulting in oversight of more than 2000 employees in 25 states and eight foreign countries. Tom’s Operation continued to grow and completed 2014 with over $800M in revenue. In 2015 Tom was assigned as the Deputy Group Manager of the Global Services Group. Before SAIC, Tom served in the Navy from 1975 to 2000 and retired as a Navy Captain after 25 years of service. Tom’s last assignment was as Joint Intelligence Officer for Commander Joint Task Force 950/120 and the United States Navy Second Fleet. From 1994 to 1997, he was the Government Program Manager for the Joint Deployable Intelligence Support System (JDISS). Other assignments include the Assistant Chief of Staff for Intelligence, United States Carrier Group Four, Deputy Collections Officer, United States Atlantic Command; Head of International Programs, Office of Naval Intelligence; Software Development Project Manager, Joint National Intelligence Development Staff; Intelligence Collections Manager, United States Sixth Fleet; and Secretary of the Navy/Chief of Naval Operations Intelligence Briefer. Tom Dove received his Bachelors Degree from The Citadel. He received his Master of Science in Information Systems Management from the Naval Postgraduate School.

Brown is a past president of the Boards of Contract Appeals Bar Association and the recipient of its Life Service Award for her dedication and contributions to the organization. She was also a member of the Editorial Board of the Public Contract Law Journal for more than a decade and is a frequent speaker and panelist on topics including contractor compliance challenges and mitigating suspension and debarment risks. Brown graduated from The George Washington University Law School and earned a Bachelor of Arts degree with high distinction from the University of Michigan. Michael Leiter
Executive Vice President, Head of Integration of Leidos holdings
Michael Leiter serves as the Executive Vice President and Head of Integration, reporting to the Chief Executive Officer. In this role, he is responsible for leading the integration management team that is responsible for all planning activities associated with the transaction to combine Leidos and Lockheed Martin’s Information Systems and Global Solutions (IS&GS) business. The merger is expected to close in late 2016. Prior to joining Leidos, Mike served as Head of Global Government & Commercial Cyber Operations, and Senior Counselor to the Chief Executive Officer, of Palantir Technologies, which specializes in big data analytics for governments and private enterprise and is one of the largest private technology companies in the United States. Before entering the private sector, Mike served as the Director of the National Counterterrorism Center (NCTC) from 2007 until 2011, having been nominated to the position by President George W. Bush and confirmed unanimously by the U.S. Senate. Mike was one of the few senior national security officials asked to continue in his position by President Barack Obama. As the Director of NCTC, Mike led the primary organization in the U.S. government for analysis and integration of all terrorism intelligence, both domestically and overseas. In addition, Mike reported directly to the President for strategic operational planning of all U.S. counterterrorism activities, to include the integration of military, intelligence, cyber, diplomatic, financial, and homeland security programs and operations. As NCTC’s Director, Mike led more than 1,200 personnel, managed an annual budget of more than $400 million, and represented the U.S. counterterrorism community before the U.S. Congress and with numerous foreign governments; in addition, he advised the Office of Management and Budget on the allocation of more than $100 billion annually for government-wide counterterrorism activities. Before NCTC, Mike served as the Deputy Chief of Staff for the Office of the Director of National Intelligence, the nation’s first Cabinet-level intelligence coordinator, and as the Deputy General Counsel and Assistant Director of the President’s Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction. From 2002 until 2005, Mike served with the Department of Justice as an Assistant United States Attorney for the Eastern District of Virginia. Immediately prior he served as a law clerk to Associate Justice Stephen G. Breyer of the Supreme Court of the United States and Chief Judge Michael Boudin of the U.S. Court of Appeals for the First Circuit. From 1991 until 1997, Mike served as a Naval Flight Officer flying EA-6B Prowler carrier-based jets in the U.S. Navy, and participated in combat and peacekeeping operations in the former Yugoslavia and Iraq. Mike also previously served as a Senior Advisor to Monument Capital Group, NBC News’ principal National Security, Counterterrorism, and Cyber Analyst, the Board of Directors of GardaWorld Government Services, and as a member of the RAND Corporation’s Board of Trustees. In addition, he serves on several National Security Agency (NSA) advisory panels, the American Law Institute’s Board of Advisers on Information Privacy, the NCTC Director’s Advisory Board, the Bipartisan Policy Center Homeland Security Project, the Aspen Institute’s Homeland Security Advisory Group, and is a member of the Council on Foreign Relations. He previously served as the inaugural Scholar-in-Residence at New York University Law School’s Center on Law and Security. Mike received his J.D. from Harvard, where he graduated magna cum laude and was President of the Harvard Law Review, and his B.A. from Columbia.
