Prior to joining the OFR, the Securities and Exchange Commission appointed David in October 2007 as Director of its new Office of Interactive Disclosure, which developed and implemented interactive data rules, standards (particularly XBRL), and analytical tools for SEC financial disclosures. At both the SEC and OFR, David co-created and helped promote the adoption of the Legal Entity Identifier (LEI), as an original member of the “Linchpin” team. Before his stints in government, David managed several equity research and analytics businesses for Standard & Poor’s in New York.

Blythe McGarvie, a member of Accenture’s board of directors since October 2001, teaches accounting at Harvard Business School in the full-time M.B.A. program. Previously, she was chief executive officer of LIF Group, a firm offering a global perspective for clients seeking profitable growth and providing leadership seminars for corporate and academic groups. At LIF, McGarvie specialized in delivering keynote speeches and moderating company and association meetings. She is the author of two books: Shaking the Globe: Courageous Decision-Making in a Changing World and Fit In, Stand Out: Mastering the FISO Factor for Leadership Effectiveness in Business and Life. Prior to founding LIF, McGarvie was executive vice president and chief financial officer of Bic Group, one of the world’s leading manufacturers of convenient disposable products. For five years prior to joining Bic, McGarvie was senior vice-president and chief financial officer of Hannaford Bros. Co., a supermarket retailer, which was acquired by the DelHaize Group in 1999. She has also held senior financial positions at Sara Lee Corporation and Kraft Foods. A Certified Public Accountant, McGarvie holds an M.B.A. degree from Northwestern University’s Kellogg Graduate School of Management. She served on the university’s board of trustees from 1985 to 1987 and also received the Kellogg Graduate School of Management Schaffner Award, which honors alumni who are pre-eminent in their field and who provide outstanding service to Kellogg. Old Dominion University granted her an Honorary Doctorate of Humane Letters in December 2009. In addition, in September 2008 McGarvie was named to Directorship magazine’s list of the “100 Most Influential People on Corporate Governance and in the Boardroom.” In addition to serving on Accenture’s board of directors, McGarvie serves on the boards of Viacom Inc., Sonoco Products Co. and LKQ Corporation.

Tom Ryan has more than 20 years of experience in emergency management strategy and emergency response planning. He leads the firm’s Emergency Management line of business. Tom is a thought leader in emergency management, delivering expert advice to utilities in the areas of strategic emergency management, operational tactics, program design and implementation, emergency communications, risk management, decision analysis, knowledge management, training, and exercise delivery. His experience in training and exercise includes multi-agency public and private training and exercise programs. Prior to joining Davies Consulting, Tom was a technical advisor to the U.S. Department of State in the Foreign Service, president of Midland Risiko, Inc., and program manager in the District of Columbia Emergency Management Agency, where he responded to international level events in the Washington, D.C., area and helped develop the city’s emergency response system. His personal experience as a first responder bolsters his knowledge and experience with very practical, hands-on involvement in field operations. Tom holds a B.A. from Colby College and an M.S. in Engineering Management and System Engineering with a focus on Disaster, Crisis, and Risk Management from George Washington University. He is certified through the Federal Emergency Management Agency’s Emergency Management Institute on the Incident Command System, the National Incident Management System, and the National Response Framework and is certified by the Maryland Fire and Rescue Institute as an Instructor I.
