Since 2015, he has been Project Director for the U.S. Department of Energy Exascale Computing Project. From 2008-2015, he served as Director of Science for the Argonne Leadership Computing Facility. Dr. Messina served as Distinguished Senior Computer Scientist at Argonne and Advisor to the Director General at CERN (European Organization for Nuclear Research) from 2002-2004. From 1987-2002, he was founding Director of the Center for Advanced Computing Research, Assistant Vice President for Scientific Computing, and Faculty Associate for Scientific Computing at the California Institute of Technology (Caltech). While at Caltech, he held a joint appointment at the Jet Propulsion Laboratory as manager of High-Performance Computing and Communications. Dr. Messina led the DOE-NNSA Accelerated Strategic Computing Initiative while on leave from 1999-2000. At Caltech, he served as Principal Investigator for the CASA gigabit network testbed, Chief Architect for the National Partnership for Advanced Computational Infrastructure, principal investigator for the Scalable I/O Initiative, and co-principal investigator for the National Virtual Observatory and TeraGrid. In 1990, he conceived, formed, and led the Concurrent Supercomputing Consortium, which created and operated the Intel Touchstone Delta, at the time the world’s most powerful scientific computer. Dr. Messina earned his Ph.D. in Mathematics from the University of Cincinnati. From 1973-1987, he held a number of positions in the Applied Mathematics Division and was founding Director of the Mathematics and Computer Science Division at Argonne. In 2014, Dr. Messina was named Argonne Distinguished Fellow, the laboratory’s highest scientific and engineering rank. He was awarded the Thomas Hart Benton Mural Medallion from Indiana University in 2013, the U.S. DOE Distinguished Associate Award in 2001, and an honorary Ph.D. in Computer Engineering from the University of Lecce in 1997.

He has been involved in the design of integrated circuits (IC’s) since 1974, initially in the area of microprocessors and microprocessor peripherals. Bill joined Zilog in 1977, where he designed and managed the design of NMOS microprocessors and peripherals. In 1984, he joined Xilinx, where he helped pioneer the development on the first Field Programmable Gate Arrays, a market that Xilinx invented and currently dominates. Today he is Xilinx Fellow, the highest position a person can earn on a technical level. In his previous role as Chief Technology Officer, Bill led the investigation of advanced technologies applied to Programmable Logic. Bill was a member of the Custom Integrated Circuit Conference Technical Program Committee from 1987 through 1993. Jobrani was raised in the San Francisco Bay Area, where he caught the acting bug after portraying the lead in his eighth grade production of “Li’l Abner.” He studied theater throughout high school, then went on to earn a BA in Political Science and Italian at UC Berkeley. In the fall of 1994, while beginning a Ph.D. program in Political Science at UCLA, he visited the university’s prestigious theater program and was immediately hooked back on acting. This led to him dropping out of the Ph.D. program to pursue his childhood passion.

Wayne Gilchrest

During his tenure in Congress, Wayne Gilchrest is most often described as an independent voice for his constituents on Capitol Hill. His willingness to champion issues and vote his conscience regardless of party affiliation has earned him respect from both sides of the political spectrum. He continues to be a strong advocate for fiscal responsibility and environmental protection. His consistent support for reducing federal spending and eliminating the deficit has won him accolades from many taxpayer watchdog groups since his first term in 1991. He also has dedicated his attention to protecting and preserving the delicate environment of the Chesapeake Bay region, and to enhance and encourage economic development within the 1st District of Maryland to improve the quality of life. Gilchrest serves as a senior member of the House Natural Resources Committee and the House Transportation and Infrastructure Committee. Under the Natural Resources Committee, he serves on the Subcommittee on Fisheries, Wildlife and Oceans, which he chaired for the past six years. Under the Transportation Committee, he serves on the Rail, Pipelines and Hazardous Materials Subcommittee, Water Resources and Environment Subcommittee, and the Subcommittee on Coast Guard and Maritime. He is Chairman of the Chesapeake Bay Watershed Task Force, and co-chairs the House Climate Change Caucus, and the House Corps Reform Caucus. He helped organize the House Organic Caucus in 2006 and serve as its co-chairman. He’s also a member of the House Rural Health Care Coalition. He most recently formed and co-chairs the House Dialogue Caucus, which brings together like-minded members to push for diplomatic solutions to global crises. Born in Rahway, New Jersey, he was the fourth of Elizabeth and Arthur Gilchrest’s six boys. After graduating high school in 1964, he joined the U.S. Marine Corps. His tour of duty saw action during the invasion of the Dominican Republic, and ultimately the Vietnam War. He earned the rank of Sergeant in Vietnam, where as a platoon leader, he was wounded in the chest. Wayne was decorated with the Purple Heart, Bronze Star, and Navy Commendation Medal. Today he is a member of the American Legion, Veterans of Foreign Wars, and Military Order of the Purple Heart. In 1969, he studied liberal arts at Wesley College in Dover, Delaware, where he received an associate’s degree. He then spent a semester in Kentucky studying rural poverty in Appalachia. He went on to receive a bachelor’s degree in history from Delaware State College in 1973. Since then, he has done some work toward a Masters at Loyola College in Baltimore. Throughout his career, Wayne has taught American History, Government, and Civics in New Jersey, Vermont, and for eight years at Kent County High School in Worton, Maryland. As a teacher, Wayne coached the mock trial teams, and often organized student visits to Washington, D.C. and the United Nations in New York City. Wayne and his family spent part of 1986 living in the Idaho wilderness where he worked for the Forest Service in the Bitterroot National Forest. The experience gave him a greater appreciation for the sanctity of our federal lands and the environment. Wayne and his wife, Barbara, have three children and two daughters-in-law. They live on Maryland’s Eastern Shore.

For three decades, he has sought to put the relationship of the West and the Muslim world in historical context, and his most recent book is Napoleon’s Egypt: Invading the Middle East (Palgrave Macmillan, 2007). He also writes on current events, and his articles on contemporary Sunni radicalism include “Muslim Religious Extremism in Egypt” in Middle East Historiographies (University of Washington Press, 2006) and “The Taliban, Women, and the Hegelian Private Sphere,” Social Research (Fall 2003). He has authored several recent journal articles on Shi`ite movements in present-day Iraq, as well as an extended essay, “The Ayatollahs and Democracy in Iraq.” (Amsterdam University Press, 2006). These works were foreshadowed by an earlier book, Sacred Space and Holy War: The Politics, Culture and History of Shi`ite Islam (IB Tauris 2002), as well as in his monographs, edited books and articles of the 1980s and 1990s.

Thomas Pickering

On May 27, 1997, Thomas R. Pickering was sworn in as Under Secretary of State for Political Affairs. He previously served as Ambassador to the Russian Federation from May 1993 until November 1996. He also served as Ambassador to India from 1992-1993, Permanent Representative to the United Nations from 1989-1992, Ambassador to Israel from 1985-1988, to El Salvador from 1983-1985, and to Nigeria from 1981-1983. He was Assistant Secretary for Oceans and International Environmental and Scientific Affairs from 1978 to 1981. From 1974 until 1978, Ambassador Pickering was the United States Ambassador to the Hashemite Kingdom of Jordan. From 1956 to 1959, he was on active duty in the United States Navy and later served in the Naval Reserve to the grade of Lieutenant Commander. Between 1959 and 1961, Ambassador Pickering served in the Bureau of Intelligence and Research of the State Department, in the Arms Control and Disarmament Agency, and from 1962-1964 in Geneva as political adviser to the U.S. Del. 18 Nation Disarmament Conference. Following his assignment to Geneva, Ambassador Pickering studied Swahili at the Foreign Service Institute in Washington and was assigned in 1965 to Zanzibar. In 1967, he became Deputy Chief of Mission in Dar Es Salaam, Tanzania, and in 1969, he returned to Washington to become Deputy Director of the Bureau of Political-Military Affairs. From 1973 to 1974, he was Executive Secretary of the Department of State and Special Assistant to Secretary Rogers and Secretary Kissinger. In 1983 and in 1986, Ambassador Pickering won the Distinguished Presidential Award and in 1996, the Department’s Distinguished Service Award. In 1984, he received an honorary doctorate-in-laws degree from Bowdoin College. Subsequently, he has been similarly honored by ten other universities. In 2006, he retired as senior vice president international relations for Boeing. Ambassador Pickering is currently the vice chairman of Hills & Company, an international consulting firm providing advice to U.S. businesses on investment, trade, and risk assessment issues abroad, particularly in emerging market economies. His foreign languages are French, Spanish, Swahili, Arabic and Hebrew.

John Limbert

Ambassador John Limbert most recently served as the highest ranking official at the State Department dealing solely with Iranian issues, appointed in November 2009 as the first-ever U.S. Deputy Assistant Secretary of State for Iran. In accepting the appointment, Ambassador Limbert took a sabbatical from U.S. Naval Academy, where he has taught since 2006, and stepped down from NIAC’s Advisory Board. Following the completion of his tenure at the State Department, Ambassador Limbert rejoined NIAC’s Advisory Board in October 2010. Limbert, a fluent Persian speaker and scholar of Persian poetry, was a career Foreign Service Officer. In 1979, he was posted at the U.S. Embassy in Tehran and was captured along with 51 other Americans and held for 444 days. He holds the Department of State’s highest award—the the Distinguished Service Award—as well as the Award for Valor, which he received for his service during the hostage crisis. Ambassador Limbert is the author of Iran: At War with History (Westview Press, 1987), Shiraz in the Age of Hafez (University of Washington Press, 2004), and, most recently, Negotiating with Iran: Wrestling the Ghosts of History (United States Institute of Peace Press, 2009). Limbert currently serves as Professor of International Affairs at the U.S. Naval Academy. Ambassador Limbert retired from the Foreign Service with the rank of Minister-Counselor. His last postings before retirement were as Dean of the Foreign Service Institute’s School of Language Studies and as Chief of Mission in Khartoum, Sudan. Limbert first visited Iran with his parents in the 1960s, when he began studying Persian. In 1964 he became one of the first Peace Corp volunteers to work in Iran, where he taught English. Later, he taught at Shiraz University as an English instructor (1969-1972) until joining the Foreign Service in 1973. His overseas experience in the Foreign Service included tours in Algeria, Djibouti, Iran, Saudi Arabia, and the United Arab Emirates. Ambassador Limbert was president of the American Foreign Service Association (2003-2005) and Ambassador to the Islamic Republic of Mauritania (2000-2003). While serving as Ambassador, he was one of the first civilian officials to enter Baghdad in April 2003, with the Organization for Reconstruction and Humanitarian Assistance. There he was responsible for cultural affairs, including restoring the looted Iraqi Museum. Earlier he had been Deputy Coordinator for Counterterrorism in the U.S. State Department (2000), member of the State Department’s Senior Seminar (1997-98), Deputy Chief of Mission at the United States Embassy in Conakry, Guinea (1994-97), and Director of Orientation at the State Department’s Foreign Service Institute in Washington (1992-94), Senior Fellow at Harvard University’s Center for International Affairs (1991-92). Born in Washington, D.C. and a resident of Stockbridge, Vermont since 1980, Ambassador Limbert graduated from the D.C. public schools and holds his B.A., M.A., and Ph.D. from Harvard University, the last in History and Middle Eastern Studies.

Jim Moody

As a member of the US House of Representatives representing Wisconsin from 1983 to 1993, Jim Moody served on the Ways and Means and Public Works Committees. He was appointed as delegate to the then US-Soviet nuclear arms reduction SALT negotiations and was active in Helsinki Commission Human Rights activities. Early in his career Moody served as the CARE representative in Iran and Yugoslavia. He then established the first US Peace Corps program in Pakistan and Bangladesh and was the first Peace Corps director for those countries. Prior to serving in Congress Moody was a Professor of Economics at the University of Wisconsin and a Wisconsin State Senator. He is currently an adjunct professor of Economics at the University of Maryland. He has also taught at the University of California, Berkeley and Harvard University’s Kennedy School of Government. After Congress, Moody was Vice President and Chief Financial Officer of the UN agency, International Fund for Agriculture (IFAD) in Rome, Italy. From 1998 to 2000, he served as President and CEO of InterAction, an association of 165 international NGOs working in the fields of economic development, disaster relief and refugee assistance. He continues to serve on several boards of international development and educational agencies including Junior Achievement Worldwide and Relief International. Most recently, he has served as Senior Financial Advisor to two major Wall Street investment firms and is active on several economic policy boards including the Committee for Economic Development, and Americans for General Equity.Moody received his B.A. from Haverford College, his MPA from Harvard University, and earned a Ph.D. in Economics at the University of California, Berkeley.
