Matthew Bassiur served as Vice President, Pfizer Global Security, and oversaw investigations, anti-counterfeiting enforcement, physical security and crisis management for the Americas Region, manages the worldwide Strategic Planning and Intelligence directorates, and served as deputy to Pfizer’s Chief Security Officer. In 2010 and 2011, Mr. Bassiur served as Senior Director, Americas Region, and Counsel for IPR Enforcement within the Global Security division of Apple Inc., where he oversaw complex investigations into thefts, frauds, leaks, threats and cyber-related crimes, as well as developed and implemented Apple’s worldwide civil, criminal, and administrative anti-counterfeiting program. Mr. Bassiur recruited and supervised a large team of professionals including former prosecutors, federal agents, police officers, anti-counterfeiting attorneys, brand protection specialists and analysts. Prior to joining Apple, Mr. Bassiur was a federal prosecutor in the Computer Crime & Intellectual Property Section (CCIPS) of the United States Department of Justice (DOJ). In that position, he prosecuted large-scale, multijurisdictional IP crimes – including those involving counterfeit pharmaceuticals, personal hygiene products, motion pictures, luxury goods, counterfeit business software, music recordings, electronic games, and products that affect the environment – and coordinated international IP enforcement training for judges, prosecutors, law enforcement, and other governmental agencies. During his tenure with DOJ, Mr. Bassiur also served as the Intellectual Property Liaison to Industry, serving as a contact and resource for IPR holders on federal, state, and local criminal referral matters, organizing victim training conferences across the United States, and meeting with senior representatives of companies and associations to discuss counterfeiting trends and areas of focus. In 2008, Mr. Bassiur received and completed a United States Fulbright Scholarship to teach Intellectual Property law at Renmin University in Beijing, China. In 2007, he was the recipient of the United States Chamber of Commerce Award for Distinguished Service as a Federal Government Official for his work in the field of IP investigations, prosecutions, education and outreach. From 1998 to 2006, Mr. Bassiur served as an Assistant District Attorney in the New York County District Attorney’s Office (Manhattan DA). In addition to prosecuting the regular flow of criminal cases into the trial division, he conducted long-term investigations into both Asian organized crime and New York City’s thriving trademark counterfeiting industry. As part of the Asian Gang Unit, he prosecuted several Chinese gangs engaged in violent commercial extortions and conspiracies. In October 2003, Mr. Bassiur was appointed chief of his bureau’s Trademark Counterfeit Unit, which specialized in the prosecution of IP crimes, where he supervised several assistant district attorneys in all aspects of their investigation and prosecution of these cases. Mr. Bassiur earned his J.D. from the University of Virginia School of Law in 1998, and was inducted into the Order of the Coif.

Kamala Harris

The first Black and Indian-American woman to represent California in the United States Senate, Vice President-elect Kamala Harris grew up believing in the promise of America and fighting to make sure that promise is fulfilled for all Americans. Harris’ father immigrated to the U.S. from Jamaica to study economics and her mother immigrated from India. Harris’ mother told her growing up, “Don’t sit around and complain about things, do something,” which is what drives Harris every single day. Harris started fighting for working families in the Alameda County District Attorney’s Office, where she focused on prosecuting child sexual assault cases. From there, she became the first Black woman elected as San Francisco’s District Attorney. In this position, she started a program to provide first-time drug offenders second chances with the opportunity to earn a high school degree and find a job. In 2010, Harris became the first Black woman to be elected Attorney General of California, overseeing the country’s second largest Justice Department after the U.S. Department of Justice. In this capacity, she managed a $735 million budget and oversaw more than 4,800 attorneys and other employees. As California Attorney General, Harris fought for families and won a $20 billion settlement for California homeowners against big banks that were unfairly foreclosing on homes. During her time as a U.S. Senator, Harris has introduced and co-sponsored legislation to help the middle class, increase the minimum wage to $15, reform cash bail, and defend the legal rights of refugees and immigrants. Harris has served on the Senate Judiciary Committee, where she has fought to protect Americans’ civil rights, restore independence and integrity to the Justice Department, and scrutinized nominations coming before the Committee. On the Senate Select Committee on Intelligence, Harris has dealt with the nation’s most sensitive national security and international threats. She also has served on the Senate Homeland Security and Governmental Affairs Committee where she has overseen the federal government’s response to natural disasters and emergencies, including the Trump administration’s response to COVID-19. Harris graduated from Howard University in Washington, D.C., where she was a member of Alpha Kappa Alpha Sorority Inc., and earned a law degree from the University of California, Hastings College of Law. Daniel Knepper
CFO and Managing Vice President of Institute For Justice
Dan Knepper serves as Chief Financial Officer and Managing Vice President at the Institute for Justice. As IJ’s primary financial officer, Dan oversees IJ’s budget, spending, and financial and investment management. Dan also oversees multiple business units and the day-to-day operation of IJ, including IJ’s Clinic, legislative efforts, legal and regulatory compliance, contracting, and back-office functions. Dan serves as IJ’s corporate Secretary and Treasurer and is a principal liaison with IJ’s Board of Directors. Dan received his undergraduate degree from the University of Pennsylvania and graduated cum laude from Georgetown University Law Center. While at GULC, Dan served as Editor and Special Projects Editor of the Georgetown Law Journal, which published his note, “Eliminating the Federal Subsidy in Kelo: Restricting the Availability of Tax-Exempt Financing for Redevelopment Projects.” Dan is a member of both the New York and DC bars. Prior to law school, Dan worked at IJ as an evidence analyst, where he assisted with the Lakewood, Ohio, eminent domain challenge, and he was a summer law clerk at IJ in 2004.

Bert Gall
Managing Vice President and Senior Attorney of Institute For Justice
Bert Gall serves as a senior attorney at the Institute for Justice. He litigates economic liberty, school choice, free speech and property rights cases nationwide in both federal and state courts. Bert received his law degree from Duke University in 1999, where he served as an articles editor on the staff of Law and Contemporary Problems. He received his undergraduate degree from Rice University in 1996 where he majored in history and political science. Before coming to the Institute, he spent two years in private practice at a Helms Mulliss & Wicker in Charlotte, where he worked on a wide variety of commercial litigation cases. After law school, he clerked for Judge Karen Williams of the U.S. Court of Appeals for the Fourth Circuit. In 2009, Bert was recognized by The National Law Journal as one of its “Rising Stars: Washington’s 40 under 40,” which honored the top 40 lawyers under the age of 40 in the Washington, D.C. area.

Richard Lorenc
Executive Vice President of Foundation for Economic Education
Lorenc serves on the board of directors of the Coalition to Reduce Spending, Inc., an advocacy group established to place meaningful controls on federal spending. Additionally, he serves on the board of directors of Oberg Research, Inc., which evaluates non-profit organizations’ educational outcomes. A graduate of both the Charles Koch Institute’s Liberty@Work program and the Atlas Network’s Leadership Academy, Lorenc’s professional background includes service at the Illinois Policy Institute, America’s Future Foundation, and Truth in Accounting, where he co-founded the interactive state fiscal database StateDataLab.org. Lorenc has traveled to over 30 countries and has been published in the Wall Street Journal, New York Times, Chicago Tribune, Chicago Sun-Times, Washington Post, and others on topics from constitutional government to LGBT rights to design. He is a graduate of Emory University and lives in Atlanta, where he plays the double bass in the Emory University Symphony Orchestra.
