Doug Clark
Assistant Vice President – FirstNet State Outreach and Consultation of AT&T
Doug Clark is responsible for a team that engages with district / state & territories to consult on providing FirstNet based on specific state first responder needs. His special focus areas include LMR-LTE interoperability, mobile data communications, deployable technology & mobile security. Doug has 16 years of telecommunications experience, including business development, consulting and sales leadership roles at AT&T. In his career at AT&T he has been responsible for delivering advanced connectivity solutions across Public Safety and Government customers. A majority of his focus has been delivering wireless solutions including mobile VPNs, fleet management, workforce management, and LMR-LTE interoperability. Bill Blase is senior executive vice president-Human Resources, with responsibility for the development and implementation of human resources policies and practices in support of AT&T’s global workforce, as well as the company’s relationship with the unions that represent AT&T employees. From December 2005 to June 2007, Mr. Blase served as executive vice president-Labor Relations. Mr. Blase began his career with SBC at Southwestern Bell in 1979 as a customer services supervisor in the Business Marketing Organization in St. Louis. After holding a variety of positions in the marketing, revenues and public affairs organizations for Southwestern Bell and in investor relations for SBC, he became director-Federal Regulatory for SBC in Washington, D.C. In 1994, Mr. Blase was appointed executive director-Regulatory Matters for Southwestern Bell in Kansas and returned to St. Louis two years later as managing director-Regulatory and External Affairs for SBC. He became President-Kansas for Southwestern Bell in 1997. Later that year, he was appointed vice president-Regulatory for Pacific Bell, where he was responsible for state regulatory relations, strategy and implementation for formal proceedings before the California Public Utilities Commission and the development of regulatory public policy. Mr. Blase is a member of the board of trustees at St. Louis University and is also a board member of Loyola University and the Southern Methodist University Cox School of Business. Chadwick had gained acceptance by several Fortune 500 companies and government agencies as a means for employees to complete their college degree. Tuition reimbursement was also offered by many of these employers. In 2007, unfortunately, it ceased to offer degree programs. By 2014, they closed their doors forever. However, they do still have an alumni association and maintain a website for administrative purposes. Michael A. Duch was born to two lovely individuals with differing mutlicultural backgrounds. One of his parents is Japanese, while the other is Danish. This rich and diverse ancestry has served to be of great value to him throughout all his years. It is what inspired him to learn eight different languages and travel to numerous countries. He appreciates being able to learn all that other cultures have to offer, particularly the unique traditions they practice and how they inspire the locals to lead their lives. Something that has inspired Michael A. Duch more than anything else in his life is his devout Catholic beliefs. He has been a humble servant of the Church since his youth. He attended Catholic school and has continued to serve the Diocese of Sioux Falls in St. Mary’s Parish for over twenty years in South Dakota. His love stretches so deeply for Jesus Christ and the Catholic tradition that he is currently attending the Holy Apostles College and Seminary to round out his knowledge and wisdom. Holy Apostles College and Seminary was founded in 1956 by the Reverend Eusebio M. Dhiaa M. Jamil

As executive vice president and president of regulated generation and transmission, Dhiaa Jamil is responsible for all power generation in the regulated utilities, including nuclear, fossil and hydro generation; coal ash management; environmental, health and safety; and fuels and system optimization. Bill Pitesa is senior vice president and chief nuclear officer for Duke Energy. He is responsible for the safe and efficient operation of the largest regulated nuclear generation fleet in the U.S. Previously, Pitesa served as the company’s senior vice president of nuclear operations. In that role, he provided oversight for the safe and reliable operation of two Duke Energy-operated nuclear plants – Brunswick near Southport, N.C., and Robinson near Hartsville, S.C. He was named senior reactor operator in 1986, and in 1992, served two years as a loaned employee to the Institute of Nuclear Power Operations. Pitesa returned to the McGuire plant in 1995 as an independent oversight manager. In 2000, he moved to Catawba Nuclear Station and, after a series of promotions, was named as the operations manager in 2004 and then station manager in 2005. In 2009, Pitesa was named Duke Energy’s vice president of nuclear support. He was responsible for corporate nuclear engineering, major projects, licensing and regulatory support, fleet outage management and other plant support functions. Pitesa was named senior vice president of nuclear operations for Oconee Nuclear Station in January 2010, and assumed the additional responsibility for the Catawba and McGuire nuclear stations in December 2010. He was named senior vice president of nuclear operations following the Duke Energy/Progress Energy merger in July 2012. He assumed his current position in March 2013. In support of the International Atomic Energy Agency (IAEA) and the World Association of Nuclear Operators (WANO), Pitesa has served on nuclear plant review teams in the United States, Korea, France, South Africa and Ukraine. In 2014, he was named executive sponsor of the Materials Action Plan Committee for the Electric Power Research Institute. Tom Wofford
Senior Vice President, Ethics and Internal Audit of SAIC
Tom Wofford was named Senior Vice President for Internal Audit at SAIC in June, 2013. He manages and leads the internal audit function, reporting directly to the Chair of the Audit Committee for substantive matters and to the CEO for administrative matters. Tom is responsible for planning and executing financial and operational audits to evaluate the Company’s internal controls, its adherence to company policies and procedures, and its compliance with applicable laws and regulations. He will provide recommendations regarding internal control enhancements and identify areas of opportunity for profit improvement, cost control and risk mitigation. Prior to joining SAIC, Tom was Director of Global Audit for General Electric’s Energy Infrastructure Segment. He directed distributed internal audit activities across the segment’s 800+ sites, including project management for the segment’s annual Sarbanes-Oxley and improper payments certifications. Tom also created a centralized monitoring group to perform continuous auditing, and jointly developed a due diligence program used on acquisitions to identify potential improper payments. Tom also served as Director of Internal Audit for several Dallas, Texas-based companies, including Dresser, Inc., Trinity Industries, and E-Systems, Inc. Among his accomplishments were leading fraud investigations throughout the United States and in multiple foreign countries; directing overall audit and internal controls programs; remediating material weaknesses; and optimizing standardized finance and accounting processes. Tom’s former positions outside of Internal Audit included Manager of Finance; Director of Project Support; Controller; and Chief Financial Officer for subsidiaries of E-Systems, Inc. which was acquired by Raytheon Company in 1995. For the past ten years, Tom has taken an active leadership role with the United Way of Metropolitan Dallas, chairing an allocations panel that evaluated programs and recommended funding levels. A graduate of Florida State University with a degree in accounting, Tom is a member of the Association for Certified Fraud Examiners and The Institute of Internal Auditors.

Steven “Steve” Mahon is General Counsel for SAIC. As the company’s senior legal adviser, Steve has leadership and oversight responsibility for the legal, contracts, procurement, corporate secretary and risk management activities of the company. He is a member of SAIC’s executive leadership team and reports directly to the CEO. Steve’s experience encompasses a broad spectrum of legal disciplines, including government contracting compliance, military justice, and corporate. Prior to joining SAIC in November 2015, Steve was Senior Vice President, General Counsel, Chief Compliance Officer and Corporate Secretary for MTS Systems Corp., a testing, hardware, software, and services company. Previously, Steve was Vice President and Assistant General Counsel for Alliant Techsystems Inc. (ATK) where he also was Chief Legal Officer and Contracts Vice President for ATK Aerospace Systems, a division of ATK. Steve is a retired Colonel and served in the U.S. Army Judge Advocate General’s Corps from 1986 to 2012, where he practiced law in a variety of roles on active duty and in the U.S. Army Reserve. An Omaha, Nebraska native, Steven joined the U.S. Army as an Infantry Officer and transferred to the U.S. Army Judge Advocate General’s Corps. His final assignment was as the Judge Advocate (IMA) for U.S. Army Europe and V Corps. Steve is a former board member of the Minnesota Opera, Creighton University College of Arts & Sciences Advisory, the Minneapolis St. Paul Salvation Army, the Park Square Theatre, the Citadel Advisory, and the St. Paul Area United Way. Steve earned a bachelor’s degree in psychology and philosophy from Creighton University, and master’s degrees in international relations and strategic studies from Creighton University and the U.S Army War College respectively. He earned his J.D. degree from William Mitchell College of Law. He serves as a board member for Operation Homefront, a national nonprofit organization that provides emergency assistance to military families.
